fact it transpires that the material was so lost) by the scuttling of the "Haradsvang" is classified as war damage or as any other form of loss; it is in any event in our view a War Office loss (since it appears that the War Office accepted responsibility for the materialmin taking delivery of it) and not one which the Hong Kong Government should be expected to bear.
We consider therefore that the War Office should settle this claim irrespective of the outcome of your investigations into the scuttling of the "Haradsvang".
I am sending copies of these letters to Hong Kong so as to keep them informed of the progress in dealing with this claim.
